Por meio desse mapeamento, é possível conhecer as principais demandas e dificuldades cotidianas enfrentadas pela população migrante e pelas organizações que atuam com ela em diferentes contextos brasileiros, assim como o perfil dessas organizações – sua estrutura física, o tamanho da equipe, a existência e o engajamento em redes locais e internacionais, o escopo e tipo de assistência, o número de pessoas migrantes atendidas, os desafios prioritários no que diz respeito à assistência jurídica e as soluções encontradas ou boas práticas adotadas. As evidências recolhidas permitem melhor conhecer o complexo cenário de organizações da sociedade civil que atuam, conjuntamente com a Defensoria Pública da União e as defensorias estaduais, em uma ampla rede de apoio aos migrantes. http://hdl.handle.net/20.500.11788/2304 http://hdl.handle.net/20.500.11788/2302 Durable solutions for indigenous migrants and refugees in the context of the Venezuelan flow in Brazil This work updates and qualifies the discussion on the migration of indigenous people from the Bolivarian Republic of Venezuela to the Federative Republic of Brazil. To this end, it problematizes the traditional concept of “durable solutions” in the literature on migration and asylum and offers a set of recommendations for the construction of durable solutions that are culturally appropriate to the Brazilian context. For the creation of this document, a survey was conducted in the States of Roraima and Amazonas with the Warao, Eñepa and Pemón indigenous peoples of the Bolivarian Republic of Venezuela, as well as interviews and workshops with public managers, technicians, authorities and academics in Brasília, Manaus and Boa Vista. This publication brings new information in considering the challenges of the internal dynamics in the flow of indigenous migrants for structuring public policies, updating the information and analysis documents produced recently, particularly between 2017 and 2019. In addition, it discusses the concept of durable solutions by presenting some of the challenges faced from the different cultural reality of indigenous migrants. Finally, it outlines five steps for the construction of public policies to overcome the emergency in the medium- and long term that constitute culturally appropriate durable solutions. This study complies with international law and global good practices by indicating that no durable solution will be effective and socially fair without considering all stakeholders, especially the host community and the right to prior informed consultation of indigenous peoples. http://hdl.handle.net/20.500.11788/2302 http://hdl.handle.net/20.500.11788/2293 Soluções Duradouras para Indígenas Migrantes e Refugiados no Contexto do Fluxo Venezuelano no Brasil Este trabalho atualiza e qualifica a discussão sobre a migração de indígenas da República Bolivariana da Venezuela para a República Federativa do Brasil. Para isso, problematiza o conceito tradicional de “soluções duradouras” existente na literatura sobre migração e refúgio e oferece um conjunto de recomendações para a construção de soluções duradouras adequadas culturalmente ao contexto brasileiro. Para a construção deste documento, foi feita uma pesquisa nos estados de Roraima e Amazonas com os povos indígenas venezuelanos Warao, Eñepa e Pemón, bem como entrevistas e oficinas com gestores públicos, técnicos, autoridades e acadêmicos em Brasília, Manaus e Boa Vista. Esta publicação traz novas informações para pensar os desafios da dinâmica interna do fluxo dos indígenas migrantes na estruturação das políticas públicas, atualizando os documentos de informação e análise produzidos recentemente, em especial entre 2017 e 2019. Além disso, discute o conceito de solução duradoura apresentando alguns dos desafios colocados a partir da realidade cultural diferenciada dos indígenas migrantes. Por fim, indica cinco etapas para a construção de políticas públicas que superem a emergência e alcancem o médio e o longo prazo, constituindo soluções duradouras culturalmente adequadas. The flow presents risks to the refugees and migrants and multiple challenges to public authorities, civil society and international organizations managing this large-scale movement. One of those challenges is the presence of international indigenous in the move – a population group with significant cultural, social and legal particularities. The present report depicts, analyses and make recommendations focusing on the beginning of the reception process of those indigenous Venezuelans in Northern Brazil. Originally published in Portuguese in 2018, the report addresses the main legal questions and practical challenges to enforce indigenous migrants’ rights during the migration flow. http://hdl.handle.net/20.500.11788/2180
