Manaus é casa para pouco mais de 1% da população brasileira, em Manaus também moram 7,5% dos refugiados e migrantes venezuelanos que residem no país. Das 5 milhões de pessoas que deixaram a Venezuela nos últimos anos, cerca de 265 mil vieram morar no Brasil. Dessas, aproximadamente 20 mil residem na capital Manauara. São homens, mulheres e crianças que escaparam de situações de precariedade em seu país ou que vieram em busca de melhores oportunidades e condições de vida, tendo encontrado na capital do Estado do Amazonas um lugar para recomeçar. Embora mais de 60% dos refugiados e migrantes venezuelanos residentes em Manaus tivessem declarado, em entrevistas efetuadas para esta análise, que a vida melhorou muito ou um pouco nos últimos anos, encontrou-se 70% deles vivendo em situação de extrema pobreza (segundo definições do Banco Mundial). De fato, dos 14 mil que são parte da população economicamente ativa (PEA), ou seja, que já estão em idade para trabalhar, pouco mais de 1.000 têm efetivamente um emprego formal. Dessa forma, se estima serem aproximadamente 13 mil aqueles que estão trabalhando sem carteira assinada, por conta própria ou que estão desocupados.
A situação é ainda mais precária entre as mulheres, com 55% se declarando desocupadas, situação também declarada por 35% dos homens. Foi também concluído que o rendimento mensal médio entre os homens é de R$ 723,00 e, entre elas, de R$ 449,00, ambos significativamente mais baixos do que a média do cidadão manaura (78% e 70% mais baixo, respectivamente).
Uma inserção laboral adequada é condição fundamental no processo de integração da população venezuelana no Brasil. É preciso garantir-lhe um acesso efetivo ao mercado de trabalho e a renda, para que cada um desses indivíduos possa sustentar suas famílias, e, com o tempo, desenvolver estratégias de desenvolvimento profissional e adquirir a sua autonomia econômica.
O mercado de trabalho em Manaus tinha, no final de 2019, cerca de 497 mil postos de trabalho formais. A economica local
encontrava-se até ao ano transato em lenta recuperação desde a crise econômica que o país viveu entre 2014 e 2016. Desde 2017, Manaus gerava uma média de 6 mil novos postos de trabalho ao ano.
Ainda não é possível calcular o impacto exato da pandemia de COVID-19 no tamanho do mercado de trabalho manauara. É razoável, porém, esperar uma contração em 2020, com um segundo ciclo de recuperação a iniciar-se já partir de 2021, caso se efetive um eventual controle da crise sanitária. Este deve ser impulsionado pelos mesmos setores que vinham impulsionando a economia desde 2017: Comércio; Saúde; setor de Segurança e Conservação Predial; alguns setores da Indústria; setor de Transporte e Logística; a Construção Civil; e alguns subsetores de Serviços (como Limpeza e Tecnologia da Informação).

Though Manaus is home to just over 1 per cent of the Brazilian population, it is where roughly 7.5 per cent of all Venezuelan refugees and migrants in the country live. Of the 5 million people who left the Bolivarian Republic of Venezuela in (recent) years since 2017, about 265,000 came to Brazil to stay. Of those, approximately 20,000 reside in the Manauara capital (Manauara means the inhabitant of or something related to the city of Manaus). They are men, women and children who have escaped precarious situations in their country or left to pursue better life opportunities, having found in the capital of the State of Amazonas a place to start again.In interviews conducted for this analysis, more than 60 per cent of Venezuelan refugees and migrants living in Manaus stated that their life has improved a lot or at least slightly in recent years. However, during the exercise, it was found that 70 per cent of them are currently living in extreme poverty, according to World Bank definitions. Of the 14,000 who are part of the economically active population, just over 1,000 have a de facto formal job. Therefore, it is estimated that there are approximately 13,000 individuals either working without a formal contract, self-employed or unemployed.The situation is even more precarious among women, with 55 per cent of them declaring themselves to be in that situation, against 35 per cent of men. Among the men, the average monthly income is R$ 723.00 (app. US$ 140 ) (78% lower than that of the Manauara citizen) and, among the women, it is R$ 449.00 (app. US$ 87) (70% lower than that of the Manauara citizen).Adequate labour insertion is a fundamental condition in the process of integration of the Venezuelan population in Brazil. It is through work and income that each of these individuals will be able to provide for themselves and their families and, over time, develop their own further integration strategies.At the end of 2019, the labour market in Manaus had about 497,000 formal jobs, after having been slowly recovering since the economic crisis experienced by Brazil between 2014 and 2016. Since 2017, it has generated an average of 6,000 new jobs per year.It is not yet possible to calculate the exact impact of the COVID-19 pandemic on the Manaus labour market. It is reasonable, however, to expect a contraction in 2020. It is also reasonable to expect that, with the eventual containment of the health crisis in 2021, a second recovery cycle can begin. The latter is likely to be driven by the same sectors that have been pushing the local economy since 2017: Retail, Health, Industry, Transport and Logistics, Construction, Building Maintenance and Conservation, and some Services subsectors (such as Cleaning and Information Technology).

O presente mapeamento contou com a participação de 34 organizações da sociedade civil que prestam assistência jurídica de forma voluntária à população migrante no Brasil, com representação de todas as cinco regiões do país (Norte, Sul, Centro-Oeste, Nordeste e Sudeste) e dados de 16 estados e 20 cidades brasileiras. Por meio desse mapeamento, é possível conhecer as principais demandas e dificuldades cotidianas enfrentadas pela população migrante e pelas organizações que atuam com ela em diferentes contextos brasileiros, assim como o perfil dessas organizações – sua estrutura física, o tamanho da equipe, a existência e o engajamento em redes locais e internacionais, o escopo e tipo de assistência, o número de pessoas migrantes atendidas, os desafios prioritários no que diz respeito à assistência jurídica e as soluções encontradas ou boas práticas adotadas. As evidências recolhidas permitem melhor conhecer o complexo cenário de organizações da sociedade civil que atuam, conjuntamente com a Defensoria Pública da União e as defensorias estaduais, em uma ampla rede de apoio aos migrantes.

This work updates and qualifies the discussion on the migration of indigenous people from the Bolivarian Republic of Venezuela to the Federative Republic of Brazil. To this end, it problematizes the traditional concept of “durable solutions” in the literature on migration and asylum and offers a set of recommendations for the construction of durable solutions that are culturally appropriate to the Brazilian context. For the creation of this document, a survey was conducted in the States of Roraima and Amazonas with the Warao, Eñepa and Pemón indigenous peoples of the Bolivarian Republic of Venezuela, as well as interviews and workshops with public managers, technicians, authorities and academics in Brasília, Manaus and Boa Vista. This publication brings new information in considering the challenges of the internal dynamics in the flow of indigenous migrants for structuring public policies, updating the information and analysis documents produced recently, particularly between 2017 and 2019. In addition, it discusses the concept of durable solutions by presenting some of the challenges faced from the different cultural reality of indigenous migrants. Finally, it outlines five steps for the construction of public policies to overcome the emergency in the medium- and long term that constitute culturally appropriate durable solutions. This study complies with international law and global good practices by indicating that no durable solution will be effective and socially fair without considering all stakeholders, especially the host community and the right to prior informed consultation of indigenous peoples.
